COVID-19 CRISIS UPDATE FOR SCRHA MEMBERS

New rules are flooding in right now from all levels of government as they are moving rapidly to address the COVID-19 crisis. This means that we, at SCRHA, are also moving quickly to keep up with the latest news, guidance, and regulatory changes.

Here’s What You Need to Know:

  • The National Apartment Association (NAA) is engaged in discussions happening in Congress with regards to a financial relief package, paid leave, and more.
  • The Department of Housing and Urban Development is suspending all foreclosures and evictions until the end of April for HUD properties. The Federal Housing Finance Agency announced Wednesday that it is directing Fannie Mae and Freddie Mac to suspend foreclosures and evictions for at least 60 days for enterprise-backed mortgages.
  • The Secretary of the Treasury announced a 90 day extension for any federal taxes due - from April 15 to July 15.
  • The Governor/State of California are responding to the emergency with new resolutions almost daily, and Cities and Counties are doing much the same.
  • The Governor’s declaration with regards to Eviction Moratoriums lifted any limitations on local jurisdictions to place a moratorium, but with some requirements, such as the non-payment being “COVID-19 related.”
  • San Diego Superior Court Superior Court of Imperial County, and the Superior Court of Riverside County have suspended or delayed evictions for the time being. Sheriff’s offices are also suspending activity related to evictions.
  • The City of San Diego passed a package of recommendations including an Eviction Moratorium. The City Attorney’s office along with city staff will create language. Read more.
SCRHA sincerely thanks all the members who shared their plight via public comment. SCRHA will continue to work with the City on creating regulations that are balanced and take into considerations the hardships facing rental owners.

SCRHA is also working on a Q&A for members on some of the most common questions we are receiving, including alternative forms of rent payment, maintenance issues, and showings. Check our COVID-19 Resource page regularly for updated information and resources.

SCRHA will keep members updated as this situation continues to unfold. Please visit our website and read the SCRHA blog to keep up with the latest news.

Sincerely,
Alan Pentico, CAE
